Hyundai Heavy and chemicals firm KCC were originally seen as the most likely bidders but decided not to take part in the bidding but instead help Hyundai Motor acquire the builder. North Korea announced Monday that it is halting operations at the inter-Korean Kaesong Industrial Complex and withdrawing all of its workers there. The North is "temporarily suspending the operation" and will then decide "whether to maintain it or not,[link widoczny dla zalogowanych]," said Kim Yang-gon,[link widoczny dla zalogowanych], the septuagenarian director of the United Front Department of the Workers Party.
The North is entirely responsible now the complex faces the first real danger of being shut down since it was launched in 2004. Since last Wednesday,[link widoczny dla zalogowanych], the North has unilaterally blocked the entry of workers and supplies from South Korea. Now it has dragged the complex into the fruitless games it is playing with Seoul and Washington,[link widoczny dla zalogowanych], who are refusing to flinch at its absurd threats of nuclear war.
The North has a notion that the press elsewhere is also government-controlled and any articles in the South Korean media pointing out how desperately Pyongyang needs the money from the industrial park represent an insult by South Korea to the "dignity" of the regime. That is the ostensible reason for the halt of operations. But no South Korean official has ever made that point. Besides,[link widoczny dla zalogowanych], the state-controlled North Korean media habitually hurl the vilest abuse at South Korean leaders.
Kim said how the situation evolves depends entirely on the attitude of the South Korean authorities. But the reality is that the entry ban has already caused 14 out of 123 South Korean companies in the joint industrial zone to stop production,[link widoczny dla zalogowanych], and others are expected to follow soon.
Seoul has left the Kaesong Industrial Complex out of any diplomatic disputes with North Korea over the last nine years in the belief that its success would lay the groundwork for improving inter-Korean relations. But the North seems to be under the illusion that the industrial park,[link widoczny dla zalogowanych], which makes cheap manufactured products like shoes and clothes,[link widoczny dla zalogowanych], is South Korea's Achilles heel.
The manufacturers based in the Kaesong complex produced US$2 billion worth of goods over the last nine years. And while that accounts for only a tiny proportion of the South Korean economy,[link widoczny dla zalogowanych], the impoverished North has made $80 million to $90 million in cash a year from the complex so far,[link widoczny dla zalogowanych], which is a fair chunk of its hard-currency earnings.
Around 54,000 North Koreans are employed there and the livelihood of almost 300,[link widoczny dla zalogowanych],000 North Koreans are dependent on the complex indirectly. The North appears to have decided that Kim should personally deliver the closure announcement at the complex to prevent a public uprising by disgruntled residents.
North Korea would be making a serious mistake if it thinks it controls the fate of the Kaesong Industrial Complex. South Korean manufacturers there are already seeing their orders cancelled,[link widoczny dla zalogowanych], and buyers are demanding that production should be shifted to a more reliable country. Who would want to do business with companies based in such an unstable spot?
If the situation worsens, the North will have a very hard time finding any businesses willing to set up shop inside its borders in the future. As long as North Korea continues to use it as a political football, the future of the Kaesong complex looks bleak.
